Vinson & Elkins LLP has appointed Sami Al-Louzi as partner after enticing him to join the firm from White & Case, where he was a partner at the firm's Riyadh office for six years. Al-Louzi’s practice focuses on mergers and acquisitions, capital markets, privatization and project finance, and has represented clients in the banking, private equity, capital markets, energy, and telecommunication sectors in Saudi Arabia, the UAE, and elsewhere in the Middle East, and is a native Arabic speaker.

Simmons & Simmons has replaced regional managing partner Paul Simpson with Tim Field. Field is a corporate practice partner at the firm’s Abu Dhabi branch and advised on the creation of Bear Stearns’ Middle East asset management, fixed income and investment banking operations. On the other hand, Simpson is a Dubai-based projects specialist.

Simmons managing partner Mark Dawkins said: “We thought it was right to change. Paul is focused on his projects practice. The two things are not compatible, as projects work involves [a lot of travel] all over the region.”

However, the change is controversial since Simpson had only served half of his three year term as the regional managing partner.

Ropes & Gray has enticed Maxwell Fox to join the firm as a partner at its Tokyo office from Paul Hastings where he was co-head of litigation. Fox will join the IP practice there, the 12th appointment for the firm since opening in Tokyo in 2007. They hope that he will help expand the firm’s global presence as its client base increasingly becomes international.

Ashurst has hired Dean Moroz away from Vision Investment Management. Moroz will be a counsel in its Hong Kong international investment funds group, and he is knowledgeable in PE, real estate and hedge funds matters. At Ashurst, though, he will focus on the investment funds practice in Greater China. Moroz’s hiring bring the number of lawyers in the firm’s international investment funds group to nine, seven of whom are partners.
